Ted, I'm pretty sure we'll go back-n-forth with regard to Proposition 13, but the bottom line is that California doesn't have a revenue problem. Instead, costs are spiraling out of control for various reasons, many of which we already discussed. By the way, I suspect the addiction to cheap labor will pit immigrant advocates against unions (Democrats), and small business interests against national security concerns (Republicans).
