My description of a worst case scenario in reference to these issues would be mandatory full code for everyone (Which would align at least ostensibly with the "we should err on the side of life" line). This would allow them to bleed away the life savings of those in that unfortunate situation. The second part of the worst case scenario would be that the hospital would have the right to choose based on wealth or ability to pay who they would or would not care for, so that those who could not pay would just be left to die without care.

If you divorce capitalism from any sense of humanity this would IMO be the natural end result of a capitalistic tendency to go for corporate profit over all else.
