We could fix the insurance situation easily. NO person could have a car, a cell phone, nor a TV until they purchased at least a Basic Medical Insurance Policy. Period.
The intention is good, but life is complex. There are frequently unintended consequences from even good intentions.
Just off the top of my head, I see potential problems. The list of things you can't purchase will go up (alcoholic beverages, cigarettes, houses, second homes, take trips abroad, etc).
Other do gooders will step up also. People have to be up to date in child support payment, alimony, education loans, etc.
Of course some consequences could be good. This could create a lot of jobs - in enforcement. Soon we would have more people employed in enforcement than anything else.
But why stop there, why not control the banks, to make sure people can't spend money inappropriately.
