Delay isn't the only one but he has set the example. By being overly aggressive on fundraising and apparently unconcerned about rules violations (F you, I run this town attitude) Delay has invited more and more pigs to the troughs.

Now if we can get a look into Delay's finances, we will find a lot of pig droppings. I'm especially interested in his foundation which has taken in huge amounts of corporate contributions and has the funder of the SmearVets on its payroll.
