They got the interstate commerce clause which they say justifies drug laws. That same clause justifies many federal laws I'm sure you approve of.

Legalizing hemp, which Cal is also working on, would be a major crisis for growers. They only want female plants. Hempsters want biomass, regardless of sex. When sensimilla gets pollinated by the hemp, ...whoops.
