I assume you mean in the context of SS reform. If so, it's probably because they don't see the relevance. I know I don't see the relevance. The subject is SS, not 401K or defined benefit annuities. If and when reform of 401Ks or defined benefit annuities gets on the table, then I would expect congressfolk to talk about their versions.

why wouldn't the Government trust the other average "joe blows" outside the Government to manage/invest a small portion of their SS retirement money?

I'm speculating that it's not a matter of trust but a perception that their constituents want a guaranteed return without having to do any heavy lifting or incur any risk.

Plus the fact that no one wants to touch the third rail, of course.
