And in THAT case, you're going to use nukes anyway.

You might not want to use nukes against another nuclear state. If we fought China (say over Taiwan) we might want to bomb Chinese airports and port facilities and conventional missile launch sites. We probably wouldn't want to use conventional ICBMs to do the job.

Still its an interesting idea. It might have some limitations but in situations where it would cause a problem we would maintain other options.
