True its a risk but I don't think war with a nuclear state automatically becomes nuclear war.

Planes might have nukes or might not. More often than not they will not.

ICBMs are probably assumed to be nukes.

With the planes they probably put their nuclear forces on alert and they might launch if a nuke goes off anywhere or even if we start making devistating conventional attacks on their ICBMs.

With an ICBM attack they might consider "launch on warning".
