I think whenever a country has been really corrupt, like the former Soviet Socialist republics, the people themselves tend to become really lawless to get their needs met. When government is not lawful or respected, the criminal class gets really big! I'm not sure what the answer is, though. America could make a rule that anyone who is convicted of a crime is deported, but their families are here as well, and they are innocent victims, so it is a very complicated situation.

Your neighbors sound like really lovely people! We are lucky enough where we live to have several really first rate Russian bakeries and delis. Not only is the Russian food delicious, but they also import a lot of items like Persian tea that I especially love. It is always a fun time when we go to the Russian store. Then on the way home we pick up some vegetarian sushi from another store in the same shopping center, and I don't have to slave over a hot stove!
