That is a good argument for a simpler tax with lower rates but with fewer deductions, exceptions, and credits, resulting in both less incentive to avoid taxes, and overall less ability to avoid taxes (it might not effect the offshore havens but it will make other methods of avoiding tax liability more difficult).
