How about tactical nukes? On armies or fleets?

ICBMs are probably assumed to be nukes.
Not if conventional armament becomes common.

If a nuke goes off on a launch site or city, you launch. A tactical nuke might not cause that.

With an ICBM attack they might consider "launch on warning".
Idiots or nutcases would. Launching a nuclear ICBM is SERIOUS business.
