If everyone can make up their own morals, what happens when two peoples' differing morals come into conflict? Who is right?

There must be a reference to an outside belief-set. "Rightness" can be determined by popularity. But then mob rule ensues and minorities are trampled. One could reference the law, but law does not address many life decisions. If everyone else is doing it, and it is not against the law, does that make it right?
