What the heck do you think the National Guard and Reserves are if not "joe citizen"? Only difference is now they drop their wrenches, dry erase markers and laptop computers instead of hoes.

And do you really think our ancestors fought off the Brits with guns they kept in the farmhouse for hunting and scaring off injuns? No, for the most part they were issued weapons from the town armory when they reported for militia duty. Of course, militias didn't win the war. The Continental Army/Navy did, with a little help from the French.

Today, of course, warfare and weaponry are much more complex, requiring just a tad more training than in colonial days, so we have full-time and part-time military - the former being the only thing one could call a "standing army" and the latter being more akin to "a well-regulated militia". What's more, the "standing army" is tiny in proportion to the population and it is expressly NOT used for domestic law enforcement. It is NOT the same thing the founders identified as a threat to liberty - i.e. soldiers billeted among the population to enforce the government will on the people.
