Considering the fact that the law requires that the "trust fund" be spent on treasury securities, and that we are running a deficit theres no other way to go (unless you change the law).

Now what would happen in the unlikely even that we run a surplus for so long that we pay off the debt and there are no more outstanding bonds. I doubt this is a real practical concern though because I don't see it happening.
