The policy wonk process seeks to actually solve a problem or two by getting at the truth and coming up with potentially workable solutions. It's cumbersome and mind-numbing at times (like doing lots of homework) but most of the time it's backed by genuine idealism. Certainly, it used to be. I'm not so sure any more. It seems more like gaming. jttmab
