If IC sales continue to grow while chip makers cut back it will/should improve the extendability of the next upturn,
the sell side was betting that chip makers overspent and consequently will trigger the next leg down / IC downturn

chip sales are not tanking and cutting back on capex will only increase of the chip cycle - and Moore's clock runs - rain or shine which means they need to spend on capex in order to remain in the same time zone
