Turn in the neighbor who leaves their puppy out in the snow.

Think twice on this one please. My neighbor was being turned in constantly because his Chow was laying out in the yard when it was 20 below 0. Police would show up and Eric would show them the dogs house, food and water and explain that the dog prefers to lay outside as that is the breed. 20 below and the dog would be frost covered it was so well insulated:)
