"There is no easy way to know which car is carrying which person until you stop the car."

If there is a company that specializes in transporting people along that 6 mile route for $35k a pop, there isn't much traffic. Probably measured in a few cars per hour. Given the transit time should be measured in 10 minutes or so, not counting time spent at a checkpoint, keeping track of who is where isn't that difficult of a problem. Especially if you factor in that it doesn't make sense to have checkpoints that aren't in communication with each other. There are all kinds of reasons to do that and none that come readily to mind to not do it.
