For the whole 6 mile route, that doesn't mean there isn't normal traffic on portions of it. If the road was entirely free of civilian traffic we could just destroy any non military traffic that doesn't have prior approval from the air.

Some pictures of the traffic. It doesn't look heavy except where it is stopped at backed up but there is traffic.

Also if one checkpoint does communicate the fact that there is a car of a particular make and color that was ok, it doesn't mean the other checkpoints can assume that it is safe when they see a car that fits that description. It might not be the same car, or it might have picked up people or weapons or bombs between checkpoints.
