I think you missed the elections in January and Paul Bremmer leaving the country. The National Assembly which was elected has had some difficulty among themselves making the necessary appointments. What is to follow is the construction of a Constitution. These things can take a lot of time.

Remember in the U.S., after the defeat of Cornwalis/British at Yorktown in 1781, there was no Constitution. Instead we were under the Articles of Confederation from 1777 until 1781. The U.S. Constitution was not ratified until 1788..and full 7 years after the defeat of Great Britain.
