My guess is at the time the best force might have come from Great Britain but they weren't volunteering.

It may not have mattered whose people were used in the actual rescue in part because the problems upstream squeezed the rescue options. History has not been kind to the Germans re this incident. (UW, as I suppose is natural given his specialty, zeroed in on the ops part of this but by "the Germans" I'm talking about the whole shebang.)
