<G> I think that's one reason so little ever gets cut... and the size and intrusiveness of government constantly increases.

(IMO, politicians have a built-in systemic incentive to always PUMP-UP CURRENT SPENDING [even if it must be borrowed money], and little or no incentive to care for the long-term health of the nation. I believe that a STRUCTURAL CHANGE is necessary --- else we will always be robbing from the future and impoverishing our nation.)

Likely, SEVERAL structural changes are required.

I would suggest:

For short-term immediate improvement, PAYGO budget rules to be adopted for the Congressional budgeting process.

For a 'perminent' fix ('cause PAYGO will only be able to resist the flood tides for a few years at best... before the old forces break it down again): passage of a BALANCED BUDGET Constitutional amendment.
