No. Besides, nobody is talking about banning vehicles currently on the road. That has never been discussed, so your infringing on freedoms rhetoric seems misguided.

The new gas milage standards would apply to new cars, light trucks and SUVs. You can keep your 9000 lb as long as you want.

There might come a day, not too far off when we could get a 9000 lb vehicle up to 35 MPG. Remember hybrid technology is still rather young. People are already getting 150 MPGs in compact hybrids with enhanced batteries and plug in options. How hard would it be to plug that technology into your car and get it running as efficiently as possible, all 9000 lbs of it?
