UNITED NATIONS -- A second U.S. congressional committee subpoenaed a former investigator with the U.N.-appointed oil-for-food probe, as part of efforts to determine whether a recent report did not place enough blame on Secretary-General Kofi Annan, officials said Friday.

United Nations - Former U.S. Federal Reserve chief Paul Volcker, saying lives were ``at risk,'' asked Congress to withdraw subpoenas for documents and the testimony of Robert Parton, who resigned from Volcker's investigation of graft in the United Nations-administered oil-for-food program in Iraq. Volcker told reporters in New York that three Congressional committees investigating the program might have violated the law by telling Parton not to reveal that the subpoenas had been issued.
