You assume the Shias are not behind the violence too.
The fact is, I have never heard a clear description of exactly who is behind the insurgency. Jihadists for sure. Saddam loyalists yes. But those two are opponents. And who else might be blowing up Americans, and each other? What if both sides are terrorizing each other. ANd whgo's to say the Kurds and others won't be dragged into it? Who's blowing up Christian churches? There are a lot of violent factions and tons of leftover ordnance to play with, thanks in large part to not guarding Saddam's stockpiles after the invasion.
