There was a South American country that apparently had many murders, yet there's no acknowledgement of it, which is very typical of a powerless group. That happened with the Holocaust too - our US govt initially wanted to deny it. That is the nature of power, unfortunately.

However, when countries begin to have power, past deeds tend to be addressed. That is the point being made. Some people wonder why countries bring up old issues (China, etc.), but that's a natural thing for any country to do, as their power increases.
