I once not long ago believed marijuana was reasonbly harmless. More is coming out lately about it's affects on the brain. Your Dutch friends grew tired of marijuana. Now they have many junkies instead. Drugs are a problem everywhere. Nobody has changed that with regulation or deregulation. Personally, I am a libertarian and think they should simply decriminalize drugs. Let them kill themselves or marginalize themselves. I don't believe in giving Social Security to people that disable themselves with drugs, alcohol, tobacco, reckless sports etc. I believe both parties write too many laws.
