No, it does not. While it could be interpreted your way, most good English readers would extract the message that it may be beyond Man's ability to understand God's purposes. Or in other words that God's wisdom eclipses ours by far.


If God's purpose is beyond Man's ability to understand than why are we having this conversation? None of us including Lincoln has a clue what God is thinking. However, given the intellect needed to create universe, I am pretty safe in betting that his agenda is not ours and visa versa.
