My thoughts drift back to the price descrimination angle. I think women generally care more about hair cuts and are willing to pay more for them esp. if they think it will make a difference in quality. If you have one market clearing rate hair cutters will make less than if they can charge a lower rate to men and a higher rate to women. So they charger two rates to improve their overall income.
