OK. I understand. My sister the teacher is not crazy about NCLB either. She says it hurts the schools that need money the most. I guess that is the objective, to incite competition, but I'm not sure it has the desired effect.

Maybe the concept would work better with a different interpretation. One that would marshal support for failing schools by encouraging the best teachers to go there.
