I see two main themes running through the Australian approach to drugs, gambling, prostitution and pornography: minimize their impact on everyone else; and minimize profits for the criminal class.

As for annoyance of the general public, distribution of pornography through mail-order only eliminates visible evidence of the business to annoy everyone else. However protection from annoyance doesn't extend to things which are not overtly pornographic - as evidenced by the Sydney Gay Mardi Gras parade has been broadcast live during prime time on Channel Nine and the ABC. Personal drug use, as opposed to drug sales, is regulated primarily on the basis of annoyance or endangerment of others, such as driving while drunk or drug intoxicated.

As for organized crime, casinos, brothels, and pornography are corporate owned, regulated and audited to eliminate criminal involvement. Selling pornography to Australians only from Canberra ACT makes the business far easier to control and audit. Melbourne's recent problems testify to the risks of alternate distribution. Drugs are a messy area where the only distributor is organized crime which is continually harassed, monitored, and prosecuted.

Australians are pretty tolerant, but there's a time and place for everything.

Americans are surprised by the $50 AUD fine for failing to vote or failing to register to vote. This penalty is quite small compared to the penalties for voting twice.
