In 2026 Social Security will be close to balance only because the money Social Security will be getting from its Treasury Portfolio plus Social Security contributions will nearly equal benefit payments. But these Interest payments (on Federal Debt held by Social Security) do count toward the deficit. This means that the amount of the Federal Deficit that comes from Social Security goes from a negative number to positive in 2018 (and can ammount to 3% of GDP in 2026), and increases year by year till 2041 - when it reaches about 5% of GDP.
