Yes it would be unusual.

Before I talked about democratic totalitarianism (which would also be unusual). If the libertarian monarchy was not constitutionally limited but was just libertarian by nature (a "benign despot") than you would have the opposite of democratic totalitarianism, it would be libertarian authoritarianism. (Where the government has total power in theory but in practice lets people do what they want). Neither seems likely except perhaps in fiction.
