There's one possibility I didn't think of. The occasion I'm recalling was a week after 9/11. It was the first day that the planes resumed flights. They may have slacked up on the rules because people were stuck there for the week with no way of getting home. They threw all the rules out the window in AC a couple of years back when everyone got snowed in for 3 days.
