Every data site I've looked at has accounted for it properly. I agree with your logic about the 401Ks. SS receipts are not revenue.

Please confirm my understanding then. The government is calling SS Tax revenues to claim to have a balanced budget. Or at least the excess of receipts over expenditures.

If my understanding is correct, Clinton probably never did have a balanced budget. The debt as a percentage of GDP fell during the last few years of his second term though.
