Hi Mike, I've been giving some thought to creative off the wall solutions in regard to the enlistment problems. And here are a couple of off the wall thoughts I had.

1. Compute per capita enlistment rates for each state and force those states which are not holding up their numbers end to come up with solutions (such as the Illinois college program), in order get kids to enlist in their state.

2. Pass a Congressional law which forces public schools to have three days at the end of the school year specifically devoted to recruits, so they can lay out the various benefits and encourage enlistments. Oooh the Demolibs would scream blood murder over this one, it might be fun to suggest it just to watch their contorted faces on T.V. arguing against it :)

3. Pass a law that any person under 25 who gets a DUI or gets busted for selling large quantities of drugs, must enlist in the Army or Marines for for two years, or get five years in the pen (no plea).

4. Ok, this one is not so creative but I thought I would toss it in anyway. BRING BACK THE OLD GI BILL! Yup, the one we couldn't afford in 1946 and yet experienced tremendous benefits to our society years later.
