Yes, the Social Security surplus does count against the deficit - because it's the number everyone uses, and it's the number that everyone reports. This is why President Clinton could claim budget surpluses even though the Government's debt increased each year of his Presidency. At least it is useful when comparing American Government spending (surpluses and deficits) with our peers.

Anyway, a Government shouldn't be run like a business or a family budget.
