Machia, the infrastructure/toll-road analogy is an interesting one. The earnings quality, derived from long-term contracts with cities, makes such a comparison a fair and reasonable one, and the fact that the company is making solid, increasing profits reinforces this view.

One significant difference that I see is that Redflex appears to have miniscule debt, rather than the high level of gearing we usually see in infrastructure operations. Would it be fair to say that this goes a long way towards justifying a substantial PER?
