I suspect you hit that nail right on the head. This dip doesn't understand that the E-4's wife on base doesn't just pick up the phone and get a fleet of E-1's over there packing her and her kids up and making sure they get moved in style.

They are booting folks for not making 5 in 10 years now, or is it only if they can't make it the first time in 10 years. We had a torpedoman that made 6 at 21 years. I was kind of jabbing him about it since I was a frocked 6 at 4.5 years until he explained this was his 3rd time at 6:)
