3 million certificates available?

Bob Sokol says he talked to the transfer agent for OVIS who told him that the overall certificate count was 3,071,080. Now maybe I don't know the lingo here, but that sounds like there are 3 million physical certificates available for distribution. That is almost twice the float of 1.6 million that has been reported here on SI. If this is true, the short squeeze theory is not going to work.

Please explain this apparent discrepancy.
