What I gathered from the articles is that the UK has a deer population explosion and that they "cull" roughly 18% of the herd annually. If this did not take place, then many would likely starve to death.

As for what people do in Wisconsin, I cannot say, since I do not hail from that state. I daresay, however, that many people who encounter an orphaned fawn or injured buck or doe would stop to help with a rescue effort. Others (both here and in England) would likely say, "Good! There's the next three-month's venison supply!"

FWIW, I think it is folly to reintroduce into a densely populated area. Each wolf needs a lot of area to hunt in, and I doubt there is such open space in UK to support introduced packs of wolves. They also tend to prey on domestic livestock (they're opportunistic hunters after all), as has been demonstrated by the experience of Montana ranchers with the re-introduced wolves, who don't seem able to read a topographic map and stay off private land.
