I don't think there is any thought of introducing wolves or lynx into densely populated areas. The places the article was referring to seemed to be remote, country areas. Scotland and much of England are very sparsely populated in the sense that although there are large cities and suburbs, then outside of those are very wild areas.

Wolves never should have been decimated the way they were. They do keep nature in balance. I am not sure why so many people think that people who keep livestock have so many more rights than the people who want nature to be nature. It is so very typical of western man to take over the landscape and deforest it and remove so many of the wild animals and use it purely for profit, without any sense of respect for wilderness or the balance of nature.
