The Iraqi people need to step up to the plate here and finger the bad guys with more regularity.....if they do not, the situation will become untenable...

They do need to, but a civil war is the result of a divided country. Unfortunately, our presence there is a wedge that worsens the split, despite the positive military power we bring. IMO, we should have worked harder at turning control over to a third party seen as neutral. I wish we had tapped Nelson Mandela right after the invasion, and asked him to head up a reconciliation program within Iraq.

There is a very nice historical tale that is somewhat metaphorical to this. King David wanted to build a temple for God but was told he was a man of war not peace, so the task was left for his son Solomon. The USA is a nation of war in the M.E. we should turn to others better received to build the peace.
