Given the accuracy of our intel & media on the WMD front, I'd suspect your second comment applies equally well to Saddam & his mukhabarat's accomplishments wrt to the average compliant Iraqi.

Since 2003, there have been a number of polls where Iraqi's claimed they were safer under Saddam then under the Americans.

I agree in general with your last paragraph. However, on some fronts, like womens rights, things are tending backwards. There was at one point an uptick in violence on Baghdad University(??) against women, as well as profs that were more secular. So the degree to which one can say what one thinks now is perhaps not so good as you might think.
