I had to protect a sizable area from deer depredation (it was a seed orchard where we propagated genetically superior trees). We built a ten foot high fence. It kept the deer out but some bunnies sneaked through a small hole in the fence and ate an acre or two of very costly seed trees.

A neighbor had a garden and successfully kept the deer out with a shorter fence by constructing an overhang on the top outside, sort of like an upside down L. If you were going to spend 30 thousand dollars, you could get a landscape architect to design one that didn't make your yard look like Stalag 3.
