My husband was on the site committee that helped relocate the Patent Office from Crystal City. It took forever (almost ten years start to finish). At one point, we were holding our breaths hoping they'd go for somewhere near Dulles, but the need for the secretaries to be close to a Metro station put the kibosh on that, and they went with a spot near the King St. metro and built new buildings.
In the end, the most important people seem to be the support people. The higher end people are expected to adapt and suck it up, at least that's the way they do it in the Patent Office. They cater more to the support people because everybody knows it's harder for them to adapt to a change in commute, which disrupts families, changes child care plans, etc., etc., etc., real life matters.
By the time the politicians have their say, and the unions have their say, who knows what the final result will be?
