My favorite excuse from "The Excuse President" is that Iraq was to blame because they wouldn't cooperate with weapons inspectors by showing them where the WMD were located. Since there were no WMD, that would be a kind of tough request to fulfill. 100,000 Iraqis and 1600+ Americans later, it is kind of a big "oops" on the part of the Busheviks.
