Its stupid to have to have such an exemption. If we don't have to have one it might be stupid to make it. If we do have to have one it might not be stupid to pass such an exemption, but than if we really need it the tort systems is even worse than I think it is and you could say it would be stupid not to pass comprehensive tort reform and to instead make a million little exemptions.
