BP N. America says responsible for plant explosion By Carla Mozee
SAN FRANCISCO (MarketWatch) -- BP Products North America, a division of BP Plc (BP: news, chart, profile) (UK:BP: news, chart, profile) , said Tuesday that it is accepting responsibility for an explosion and a fire at a Texas City, Texas refinery that killed 15 workers and injured more than 170 people on March 23. BP Products said an investigation team of company executives, safety experts and employees concluded that the explosion occurred because BP isomerization process unit managers and operators "greatly overfilled and then overheated" the raffinate splitter, a tower that's part of the ISOM unit. BP Products North America has started contacting the families of the deceased through their attorneys to evaluate and settle claims. It has also agreed with the three contractors whose workers were killed to compensate their injured employees and the families of the deceased. BP Products said it will take disciplinary action starting today against supervisory and hourly employees that were responsible for the ISOM unit on March 22 and 23, with actions ranging from warnings to employment termination.

like I said...when prices are high and demand high....they close refineries by whatever means possible....just before summer hits in the west look for more 'accidents' to make sure the price of gas doesn't go down TOO MUCH
