That's an old, old study. It used to be the only way to fight bugs and weeds was to use a mold board plow and the disk leaving naked dust on the surface. I can remember power poles being eaten off by blowing dirt.

Now we have no till farming. Leave the crusted top of the soil plus 70% coverage of that dirt. Terraced hills and grass strips to hold back the soil. Chemicals will take care of the weeds and bugs. Blowing snow is now white instead of brown. It may surprise you but farmers don't want to see their money maker go down the creek.
